Their are some paid tools like Photoshop and SnagIt which allow you to resize beside it’s main work but it not going to be good idea to buy a $300+ software for a small need. That is where this tiny tool come handy.
Image Resizer Powertoy Clone is an extended version of well known Image Resizer Powertoy (which support only XP) to give Vista and Windows 7 user easy image resizing ability. All you need to install this tiny tool and right click an image or a batch selected images and click on ‘Resize Image’.

A helpful window will appear and give you some handy option to resize your image.

However the limitation of this image resizing program is you not able to set a destination directory. Though they show and screen image which show its ability to save the file in specified directory but I not able to find any such option.

However, if you don’t want to install any software there is always online solution like resizr or reshade which help you to resize your image in independent platform.
